The government of Malaysia has decided that every foreigner must undergo an induction course in their country before obtaining employment visas by the Immigration Department of Malaysia. This is to curb the negative impact brought in by the foreign worker. This impacts, tarnish the good relationship between the two governments.

Lack of basic command of local language, lack of awareness about local culture, customs and practices and lack of understanding of basic rules and regulations of employment are the main factors contribution to the negative impacts.

The Ministry of Human Resources appointed The Department of Skill Development (JPK) to develop and monitor this program.







Department of Skill Development (JPK) was established in May 1989 as a coordinating body for vocational training through the reorganisation of the National Industrial Training and Trade Certification Board (NITTCB). The Council consists of 10 members from the private sector and public sector respectively with two additional members who are chaired by the Secretary-General of the Ministry of Human Resources.

The Purpose is to Formulate, promote and coordinate strategy and vocational training programs.

The Functions are as follows:-
    - Assessing skill needs
    - Developing the National Occupational Skills Standards (NOSS).
    - Implementing national skills certification program.
    - Promoting skills training and skill-based career.
    - Assisting in the upgrade of capabilities of training personnel.
    - Conducting study/research on skills training. JPK's Mission Develop human resources by providing opportunity for skills upgrading and career development. Its Objectives are to :-
    - Establishing a coordinated skills training system.
    - Providing the development of skills.
    - Certifying skills competency.

DSD is responsible for the formulation, promotion and coordinating of strategies and programs for human resource development where it undertakes the following responsibilities:-
    - To develop NOSS within four months for each occupational.
    - To issue a Malaysian Skill Certificate for every verified candidate within three months after the verification process.
    - To provide cordial and efficient service.

To Carry Out the task efficiently, Induction Course Coordinator (ICC)  was selected by JPK. ICC is responsible for carrying out the training and issuing of Certificate of Eligibility (CE).
